Article 1. Name and Mission

(a)     This organization shall be called ACM SIGGRAPH and shall function as the special interest group on computer graphics and interactive techniques of the Association for Computing Machinery, Inc. ("the ACM").

(b)    ACM SIGGRAPH's mission is to promote thegeneration and dissemination of information on computer graphics and interactive techniques.

Article 2. Purpose and Values

ACM SIGGRAPH's purpose is to foster a membership community whose core values help them to catalyze the innovation and application of computer graphics and interactive techniques.

ACM SIGGRAPH is built on a fundamental set of values and strives to support and follow these values in all its activities. These values are:

Article 3. Charter

ACM SIGGRAPH will exist until dissolved as provided in Bylaw 6 of the ACM.

Article 4. ACM SIGGRAPH Officers and Executive Committee

(a)     The Officers of ACM SIGGRAPH comprise the President, the Vice President, and the Treasurer.

(b)    The ACM SIGGRAPH Executive Committee comprises the Past President, the Officers, the Director for Communications, Director for Education, Director for Chapters, Director for Publications, Director for Information Services, two Directors-at-Large, the Chair of the Conference Advisory Group, the conference Chief Staff Executive, and the ACM SIGGRAPH Program Director.

(c) Elected positions

i.     Members of the ACM SIGGRAPH Executive Committee are elected to three-year terms beginning July 1 of the year of their election.

ii.    The President and Vice President are elected every three years, beginning in 2002; the Treasurer, Director for Education, and one Director-at-Large are elected every three years, beginning in 2003; and the Director for Communications, Director for Chapters, and the other Director-at-Large are elected every three years, beginning in 2004.

iii.   No person may be a candidate for an ACM SIGGRAPH Executive Committee position while serving in that position, unless that service shall have had a duration of no more than one year at the time the ballot is sent to the membership.

(d) Selected positions

i.     With the nomination of the ACM SIGGRAPH Conference Advisory Group (CAG), the Executive Committee shall select the Chair of the CAG.

ii.    The Chair of the Conference Advisory Group (CAG) will be selected every third year, beginning in 2001, for a three-year term beginning on January 1 of the following year.

iii. The Director for Information Services will be selected by the Executive Committee every third year, beginning in 2006, for a three-year term beginning on July 1.

(e) Appointed positions

i.     With the advice of the ACM SIGGRAPH Executive Committee, the position of Director for Publications shall be appointed by the President;

(f) Ex officio positions

i.     All ex officio members of the ACM SIGGRAPH Executive Committee shall be non-voting members.

ii.    The conference Chief Staff Executive shall be an ex officio member of the ACM SIGGRAPH Executive Committee.

iii.   The ACM Program Director for ACM SIGGRAPH shall be an ex officio member of the ACM SIGGRAPH Executive Committee.

(g)    The general duties of the ACM SIGGRAPH Executive Committee will be to advise the President on all matters of interest to ACM SIGGRAPH. Specific duties or responsibilities may be specified in these Bylaws or assigned by the President. All the major management policies of ACM SIGGRAPH must be approved by the ACM SIGGRAPH Executive Committee.

(h)    All members of, or candidates for, the ACM SIGGRAPH Executive Committee must be voting members of the ACM and ACM SIGGRAPH.

(i)     No person may hold more than one position on the ACM SIGGRAPH Executive Committee simultaneously.

Article 5. Duties of the Officers and Directors

(a)     The President is the principal officer and is responsible for leading ACM SIGGRAPH and managing its activities. The duties of the President are:

i.     Calling and presiding at ACM SIGGRAPH Executive Committee and Business Meetings;

ii.    Conducting ACM SIGGRAPH's activities in accordance with the policies of the ACM;

iii.   Making all appointments and filling vacancies as authorized herein; and

iv.   Appointing all standing and ad hoc committees.

(b)    The duties of the Vice President are:

i.     Assisting the President in leading and managing ACM SIGGRAPH;

ii.    Presiding at meetings when the President is absent;

iii.   Assuming any duties delegated by the President;

iv.   Planning or approving the program and budget for all technical meetings such as workshops and symposia not related to the annual conference;

v.    Coordinating all liaison activities with other SIGs and organizations; and

vi.   Representing special projects activities on the ACM SIGGRAPH Executive Committee.

(c) The duties of the Treasurer are:

i.     Managing ACM SIGGRAPH's finances according to the Financial Accountability Policy of the ACM. This includes preparing the annual budget, monitoring the Group's disbursements for adherence to the annual budget, and preparing financial reports as required; and

ii.    Reporting ACM SIGGRAPH's finances to members at least once a year in ACM SIGGRAPH's regular publications.

(d)    The duties of the Chair of the Conference Advisory Group are:

i.     Managing the work of the CAG; and

ii.    Serving as the primary communication link between the annual SIGGRAPH conference and the ACM SIGGRAPH Executive Committee.

(e)     The duties of the Director for Communications are:

i.     Initiating and managing ACM SIGGRAPH's publicity and public image;

ii.    Producing and updating general information guides detailing the activities and services offered by ACM SIGGRAPH;

iii.   Monitoring membership services provided to ACM SIGGRAPH by ACM; and

iv.   Monitoring secretarial services provided to ACM SIGGRAPH by ACM.

(f)     The duties of the Director for Education are:

i.     Organizing and chairing the Education Committee;

ii.    Preparing Education Committee budgets; and

iii.   Coordinating educational activities of ACM SIGGRAPH.

(g)    The duties of the Director for Chapters are:

i.     Providing bidirectional representation between the Chapters Committee and the ACM SIGGRAPH Executive Committee; and

ii.    Preparing Chapters Committee budgets.

(h)    The duties of the Director for Publications are:

i.     Organizing and chairing the Publication Committee;

ii.    Preparing publication budgets; and

iii.   Coordinating publication activities of ACM SIGGRAPH.

(i) The duties of the Director for Information Services are:

i. Oversight of all technical aspects of the SIGGRAPH website and the technical aspects of the webpage development.

ii. Oversee the volunteer and contracted members of the SIGGRAPH website management team.

(j)     The duties of the ACM SIGGRAPH Program Director are to provide ACM SIGGRAPH with current information on ACM policies and procedures that affect ACM SIGGRAPH and to provide ACM with information on ACM SIGGRAPH's policies, procedures, and activities.

(k)     The duties of the conference Chief Staff Executive are:

i.     to support the work of each annual conference and of the Conference Advisory Group, as directed; and

ii.    to provide the ACM SIGGRAPH Executive Committee with information on each annual conference as requested.

Article 6. Vacancies and Appointments

(a)     Should the President leave office before his or her term expires, the Vice-President will assume the duties of President. Should any other elected or selected position on the ACM SIGGRAPH Executive Committee or the position on the ACM SIGGRAPH Executive Committee reserved for the Past President of ACM SIGGRAPH become vacant, the ACM SIGGRAPH President shall fill the vacancy. The President may fill vacancies in offices he or she has appointed according to the procedures for making the original appointments as provided herein.

(b)    All appointments expire automatically when the President's term of office expires, but appointees continue to serve until a successor is appointed by the new President.

Article 7. The Newsletter

ACM SIGGRAPH will publish a newsletter at regular intervals as determined by the ACM SIGGRAPH Executive Committee. The Newsletter will be distributed to all ACM SIGGRAPH's members. Newsletter subscriptions may be sold to non-members.

Article 8. Membership

(a)     A person becomes a member only after enrolling and paying the required dues. The dues for ACM SIGGRAPH are determined by the ACM SIGGRAPH Executive Committee with the approval of the Chair of the SIG Governing Board.

(b)    All members of ACM SIGGRAPH may vote in any ballot conducted by ACM SIGGRAPH.

Article 9. Reports and Records

(a)     ACM SIGGRAPH's President is responsible for filing reports about ACM SIGGRAPH as required by the SIG Governing Board. These include:

i.     An annual report on the activities of ACM SIGGRAPH during the previous fiscal year;

ii.    All reports required by the Financial Accountability Policy of the ACM; and

iii.   Closing reports on conferences and symposia co-sponsored by ACM SIGGRAPH, as required by ACM.

(b)    The membership records of ACM SIGGRAPH will be maintained by ACM Headquarters.

Article 10. Elections

(a)     By July 15 of each year, the Past President will put forward an odd number of persons, numbering three or more, to serve on a Nominating Committee which will propose candidates for election; these must be voting members of ACM and members of ACM SIGGRAPH and must not be members of the ACM SIGGRAPH Executive Committee. The candidates for the nominating committee must be approved by the Executive Committee before being accepted. The Past President serves as the chair of the Nominating Committee. At least two consenting candidates for each elective position of ACM SIGGRAPH will be proposed. The slate of candidates selected by the Nominating Committee must be presented to all ACM SIGGRAPH's members by the following December 1.

(b)    A petition from 1% of the members of ACM SIGGRAPH will place other consenting and eligible candidates on the ballot. Notice of intent to submit a petition must be received by the ACM Chief Operating Officer by December 31 of the year before the election, and completed petitions must be received by the ACM Chief Operating Officer and the ACM SIGGRAPH Past-President by January 31 of the year of the election.

(c)     The election will be conducted among eligible voters by ACM Headquarters by June 1, following the election procedures of the ACM, unless different procedures have been approved by the SIG Governing Board. Of all the ballots returned in an election, the candidates receiving the largest number of effective votes win. The SIG Governing Board will resolve ties.

(d)    The ACM SIGGRAPH President may not request an extension of terms for ACM SIGGRAPH Officers or Directors.

Article 11. Awards Program

(a)     The Steven A. Coons Award is awarded in odd-numbered years to recognize long-term creative impact on the field of computer graphics and interactive techniques.

(b)    The Computer Graphics Achievement Award is awarded yearly to recognize significant recent accomplishments in the field of computer graphics and interactive techniques.

(c)     The Significant New Investigator Award is awarded annually to a researcher who has made a recent significant contribution to the field of computer graphics and interactive techniques and is new to the field.

(cd)   The scope of the areas of accomplishment for the Coons, Achievement, and Significant New Investigator awards will encompass both theory and application. It will include, but not be limited to, works of art, algorithms, and hardware designs. None of these awards will be based on service to ACM SIGGRAPH.

(e)     The Outstanding Service Award is awarded in even-numbered years to recognize a career of outstanding service to ACM SIGGRAPH by a volunteer. It recognizes an individual who has given extraordinary service to ACM SIGGRAPH, both in the trenches and in positions of more responsibility or visibility, over a significant period of time.

(f)     The Awards Program will be administered by the ACM SIGGRAPH Awards Chair who will be appointed by the ACM SIGGRAPH President with consent of the Executive Committee.

Article 12. Amendments

(a)     These Bylaws may be amended by a majority vote of the Executive Committee of the ACM, or by a vote of ACM SIGGRAPH's members as described in Article 12 (b & c). With approval of the ACM SIGGRAPH Executive Committee and of the Executive Committee of the ACM, 2/3 of all the members of the SIG Governing Board may amend Article 1 of these Bylaws without a referendum of the members.

(b)    Amendments to these Bylaws may be proposed by the ACM SIGGRAPH Executive committee, the SIG Governing Board, or a petition from 1% of the members of ACM SIGGRAPH. All proposed amendments must be approved, prior to being submitted for a vote of the membership, by the Chairman of the SIG Governing Board and by the Constitution and Bylaws Committee of ACM after the Executive Director of ACM has provided his advice.

(c)     The ballot on the proposed amendment(s) will be conducted among the eligible voters by ACM Headquarters following the procedures of the ACM for voting bylaw amendments, unless a different procedure has been approved by the SIG Governing Board. The proposal is adopted only if a majority of the effective votes of returned ballots approve it, and only if at least 10% of the ballots are returned. ACM SIGGRAPH's Director for Communications will send a clean copy of the amended Bylaws to the Executive Director of ACM and to the Chairman of the SIG Governing Board.

Article 13. Dissolution

Should ACM SIGGRAPH be dissolved, its assets will be supervised by the SIG Governing Board.

Article 14. Meetings

ACM SIGGRAPH will conduct at least one business meeting each year. Additional international, national, regional or local meetings may be convened by the President. All meetings sponsored by ACM SIGGRAPH must be open to all members of the ACM or ACM SIGGRAPH. ACM SIGGRAPH may hold meetings only in places that are open to all classes of members of the ACM or ACM SIGGRAPH.

Article 15. Consistency

The Constitution, Bylaws, and policies of the ACM and of the SIG Governing Board take precedence over any conflicting provisions of these Bylaws.
